That by Russian attacks Ukraine’s damaged power grid remains unstable, according to President Volodymyr Zelensky. The country had to contend not only with planned shutdowns but also with unplanned power outages on Monday, he said in his evening video address. Consumption exceeds electricity production.

“Tonight the situation in Kyiv and its environs, as well as in Vinnytsia, Sumy, Ternopil, Cherkasy, Odessa and some other cities and regions is particularly difficult,” Zelensky said. He called on regional and municipal administrations to continue to encourage citizens to save electricity. Electricity must also be saved in public spaces.

“The system damage caused to our energy sector by the Russian terrorist attacks is so great that all our citizens and businesses should be very economical and spread consumption over the hours of the day,” he said.

Zelensky thanked the NATO Parliamentary Assembly for their support. At a meeting in Madrid, their representatives called on the NATO member states to recognize that Russia under its current leadership is a terrorist. They also declared their support for Ukraine’s integration into the structures of the Western Defense Alliance. However, the parliamentary assembly is not an organ of NATO, it only accompanies its work.
