With better equipment armed forces and the 100 billion euro special fund alone is not enough. There must also be something decisive: "A change in thinking - at all levels in the Bundeswehr, coupled with confidence and a willingness to take risks," said Scholz. "Because we have to adjust to the fact that Putin's Russia for the foreseeable future in opposition to us, to Nato and defined to the EU.”
The Chancellor emphasized that national and alliance defense is at the center of efforts to strengthen the Bundeswehr. “Everything else derives from this order. All other tasks are subordinate to him.” The background is also the debate about how many weapon systems the Bundeswehr can hand over to Ukraine, for example.
Scholz named the F-35 combat aircraft, heavy transport helicopters, the Eurofighter ECR, the successor to the Marder armored personnel carrier, K130 corvettes and frigates from the F126 class as priorities when procuring new weapon systems.

The European organization for the management of joint armaments projects could "become the nucleus of European cooperation on armaments issues". In order for this to work, however, it is necessary for the EU member states to “review their national reservations and regulations with regard to the use and export of jointly manufactured systems”.
Defense Minister Christine Lambrecht had previously said that the arms export guidelines for joint projects had to be relaxed. Germany cannot question the decisions of partners like France, Great Britain or Italy.
