The Hungarian government is trying to deliberately and systematically undermine the fundamental values of the EU treaties, the report goes on to say. Also the inactivity of EU have contributed to "a disintegration of democracy, the rule of law and fundamental rights in Hungary".
The European Parliament has long criticized Prime Minister Viktor Orbán's right-wing government. As early as 2018, MEPs initiated proceedings under Article 7 of the EU treaties against Hungary because they saw threats to democracy, the rule of law and fundamental rights in the country.
However, the procedure is deadlocked in the Council of EU States. At the end of this could be the withdrawal of voting rights in the Council of Ministers.
