In the debate on the reform of Hartz IV, job center employees repeatedly had their say, stating that sanctions were often the last resort in order to establish personal contact with their customers at all. Many who had not yet come into contact with Hartz IV expressed their fear that the unemployed would make themselves comfortable in the social hammock without sanctions.
